I found an obituary for Emily Hogbin Phelps, it says date of death is
1916 in Dubuque. She had Yellow Fever (also called black vomit),
according to the Dubuque Times-Journal.It caused a quarantine in that
section of Dubuque, Iowa when they discovered she was ill. Fred had
applied to leave Dubuque in order to move to Illinois (after she died)
because of the quarantine.A recovery time of 1 year was required
before they let him move, according to a city record I found, also
mentioned in the Dubuque Telegraph-Herald.He wrote them a letter
saying he wanted to move so that he wouldn't have everyone thinking he
is contaminated., but also, even more interesting, he claimed that her
ghost haunted him and made him compulsive and nervous all the time.
