There is a John Penny, age 3 in the 1900 census in Marshalltown, Marshall County, IA, son of John G Penny age 65, born in England, divorced. He is next found in 1905 at St. Mary's Orphan Home in Dubuque, Dubuque, IA and also 1910 at age 13. There is no other John Penny or Pennie in 1900.

This same John Penny shows up as married to Angeline, living in Davenport IA, and signing up for the draft in 1918 but his birth date is 1 month different than the month listed on the 1900 census however birth town is Marshalltown so it's the same fella.

There is a JP Rushford born 1897 in Iowa in the 1925 South Dakota census married to Eva Hansen. It says he came to SD in 1920? He married Eva in 1923.

In looking at the documentation that I have access to, this very well could be your John Penny Rushford. The story sort of fits your facts and there are Rushfords in Jones County and Dubuque County when John Penny was there. Davenport is in Scott County next to Jones County.
I did find this John with wife Angeline and baby girl in Kane County IL in 1920 but after that he is not in the census records. There were not many Rushfords in SD in 1920 either. I see where your John Rushford and family moved to Alameda CA where they are enumerated in the 1930 census. He was an engineer in a variety store in 1920 and if the same guy in 1930 where he was mechanic, he was mechanically inclined.

Good luck and hopefully this has given you some concrete clues. I really think there is some story here and I would love to hear how this turns out. I would also like to hear where the details of your story come from someday.
