Leanna, the web site shows a Wm Brown that was an employee (guard) at the prison from 2/1/1885 until 3/31/1889. This of course is before the date of 1915 that you mentioned.
If this is him it would clarify the circumstances of his association with the prison. If it was him it would also fill in the gap of his travel and looking for work, maybe he found work as a prison guard.
Just trying to help, I hope I have not confused the situation.
