I am sorry I can not be of help with your William Higgins. I have a Higgins connection as well. Anna "Annie" Higgins was b. in IA, Sept. 1866. Her father was Edward James Higgins b. in PA, July 1834. Her mother was Amanda Jane Weston b. PA, Dec. 26 1828. They moved to East St. Louis, St. Clair Co., Illinois where Anna married Stephen Willis. Good luck with your search. Nearly all my assistance with genealogy has come from posting on forums and I hope you will find the help you need.
