Burial for the poor?

I am looking for the approximate location of the burial of my husband's great grandfather, Samuel J Weeks. His certificate of death from the state has the last name "Wicks" and no middle name listed. Born 26 Oct 1851 and died 21 Dec 1908, buried 22 Dec 1908 with the burial place of Montezuma. There is a number hand written in the undertakers name box of #57. Undertakers name is Geo. H. Liserzerr or Linserzerr - it is hard to decipher the spelling.

I strongly believe he was dirt poor and moved around a lot with this "special needs" daughter, Emma E. Weeks. While he is listed as a widow on the death certificate, his wife was still living and was a permanent resident of Mt. Pleasant State Mental Hospital until 1932. He had other children still alive but married and living elsewhere in Iowa at the time of his death.

Does anyone know of a cemetery in or near Montezuma (Jackson Township)that would have been the last resting place of the poor with no family? Any other tips or suggestions for my searching?
