Divorce Filing Miller 1866

John A Miller and wife Sarah A Miller are found in Montrose Twp., Lee County in 1852 and 1856 census records. I have not found them in 1860 records anywhere but one of their sons is found married and living in Des Moines Co. (Green Bay) in 1880

I have found an 1866 Legal Notice posted in the Burlington Weekly Hawkeye listing a Sarah A Miller (nee Shepherd?) filing for divorce from a Joseph A Miller. The names certainly match up. Deadline for the husband to respond was April of the same year. She disappears after that and he follows a girl from Hamilton, IL to Missouri and starts a new life and family.

Can anyone tell me if a person living outside Des Moines County could file for divorce in that county? Were by chance such proceedings at that time not available in all Iowa counties?

Any info or suggestions would be appreciated.
