Why Dubuque?

My family left the Eifel region of Germany in the 1850's and came to Dubuque. They stayed for several year and had several children there until they bought land near La Crosse, Wisconsin and moved there.

In my genealogical work I have found a number of other German immigrant have similar stories; arriving in Dubuque and ending up somewhere else.

How did all those people find out about Dubuque? Were there agents for the local area putting out the word to the German authorities that Dubuque was a place looking for immigrants or what?
