Good day,
i was hoping you may be able to find some information for me.
I have an ancestor that was born Jesse Logan Shinn, 6 Jan 1887, his father was Rufus
Allen Shinn, and married to an Eva May Wright (unknown year) guessing around turn of century. Is there a way to track down his birth certificate and marriage certificate?

His daughter said that he should have been born around Ottumwa or Davis Co. but was not sure. Your help is very much appreciated.

P.S. If you find any other information on Rufus Allen Shinn that would
be super great!
