Notes:
The office of State Dairy Commissioner was created in 1886. The object of its creation was to prevent deception in the  manufacture and sale of imitations of butter and cheese. The Commissioner was appointed by the Governor. It was not until 1892 that the authority of the Commissioner was extended to include the inspection of milk and the granting of milk permits in the larger cities.
