Your county courthouse

The Jefferson County and Montgomery County courthouses are identical. Ours got their steeple put back up in Nov 2005 after storm damage in l948 and it had been removed.

Question: On the west side of courthouse are in big letters up high L E X. What do they stand for?

This question was made to me as corresp secy after the man from Colorado got back home and it showed up on his snapshot. Any clues will be appreciated.
