Permit for Cemetery

I have a death record in 1931 for a baby Rickabaugh from the Onawa Courthouse and underneath the undertaker's name there lists a permit number 2209. My question is- Is that the Undertaker's permit number for his profession or is that the permit number for the baby to be buried?
We don't know what plot she's buried in the Whiting City Cemetery and I happened to wonder if the permit number could give a clue to which plot she's in. Thank you!!
