Death certificates were not required in Iowa that early so you will not be able to locate one. You need to repost this query under the Clayton County, Iowa query board. Monona, in this case, is the town in Clayton county in which they lived not Monona County, Iowa where you have posted this query.

I did a quick look. A possibility for Phillip's father is Hugh Mcguire who is enumerated with the family in 1850 in Middletown, Middlesex, Connecticut and in 1860 in McGregor, Clayton, Iowa. In Ireland, they may also be Maguire in addition to McGuire.
