Mr. J. A. Rhomberg, of Dubuque, has about concluded arrangements with the agents of a certain South American government to build, putting into running order and equip for them a running railroad in that distant part of the world. Ten million dollars, is the amount of money to be invested in the enterprise. Mr. Rhomberg, accompanied by Mr. J. K. Graves, of Dubuque, and his son, will start for South America the first of January.
