Born April 23, 1919, in Fort Madison, she was the daughter of William and Mable Peckham Woolever. She married Ray Dowell. He preceded her in death.
Mrs. Dowell was a seamstress until retirement.
She was a member of Trinity Evangelical Lutheran Church in Burlington.
Survivors include two nieces, Nancee Rippeto of Wentzville and Judy Huitt of Farmington, Mo.; and one nephew, Bill Woolever of Alpine, Calif.
Besides her husband, she was preceded in death by her parents, two sisters and two brothers.
The memorial service for Mrs. Dowell will be at 11 a.m. Thursday at Autumn Heights Residential Center in Burlington. Burial will be in Aspen Grove Cemetery.
