He enlisted in the United States Army and served in WW II until 1944 when he came home and went to Drake University earning his Accounting Degree. He was licensed as a CPA in 1951. He later earned his MBA at Drake University.

He was married to Phyllis Irene Bennett on May 15, 1949, at the United Methodist Church in downtown Des Moines. The couple lived in West Des Moines where Paul worked as a controller for Farm Bureau for ten years and two accounting firms before starting his own firm Paul E. Lay P.C. He was also an associate accounting professor at Drake University.

He moved to Carroll 1980 and purchased the William Kurth Tax Practice. He was a member of the Iowa Society of Accountants and the National Association of Accountants.
