Burial location

MILLIGAN

My great grandmother's younger brother, James French Milligan (1869-1881) died while the family lived in Johns, Appanoose County, Iowa in 1881. He is listed with his family on the 1880 Census. Although his name is on the family stone with his parents and sister in the Tingley Cemetery, family records (Bible, letters, note from my great grandmother) document that he is buried in Appanoose County. Two other Milligan relatives, Maggie A. Milligan and Martha Dunn Milligan, are buried in the Concord Cemetery. I can find no record of James F. Milligan buried in Appanoose county. I don't think there would be a headstone as the intent was to move him to Tingley to be buried with the rest of the family. James's father, Andrew S. Milligan, was an elder with the Reformed Presbyterian Church (which I believe is now the Walnut City Church). Does anyone know who to contact for burial records of the Concord Cemetery? Is there a cemetery connected to the Reformed Presbyterian Church/Walnut City Church?

Thank you for your help.
